Bishop of Ratnapura, Sri Lanka from 2 November 1995 until his resignation on 1 October 2001 when he became an official of the Congregation for the Evangelization of Peoples. Apostolic Nuncio to Indonesia, Apostolic Nuncio to Timor-Leste, and Titular Archbishop of Umbriatico on 29 April 2004. Secretary of the Congregation for Divine Worship and the Discipline of the Sacraments on 10 December 2005. Archbishop of Colombo on 16 June 2009.
