A decree of the Sacred Penitentiary, 29 February 1868, forbidding Italian Catholics to take part in parliamentary elections lest their participation be interpreted as an approval of the spoliation of the Holy See. This policy was continued under Pope Leo XIII, but was modified by Pope Pius X, 11 June 1905, in the Encyclical "Certum Consilium."
